1. Overall requirements of the project
1.1 Introduction
This technical specification contains all the necessary technical requirements for processes and equipment related to the paint shop.
Project location: XXX Wuhan base.
This agreement specifies the necessary engineering requirements for the design, manufacture, installation, and commissioning of the plant and its equipment and utility power.
The scope of the project includes all processes, equipment and utilities in the paint shop as well as the related mechanical, electrical and control functions. The bidder shall also provide all necessary drawings and documents to enable the civil bidder to design the plant and utilities to meet the needs of the equipment.
The bidder must provide high-quality equipment to meet the world-class quality and environmental requirements of the bidder (EIA approval report), and the flexible production of future products and equipment should also be considered. The plant design must guarantee a service life of more than 25 years and facilitate the necessary repair and clean-up activities.
The paint shop uses 3C2B water-based primers, basecoats and solvent-based two-component clearcoats.
The equipment used can meet the current and future requirements of the coating process for steel-aluminum hybrid car bodies (including carbon fiber, plastic parts, etc.). The design of the plant must meet the flexible production of various vehicle types.
Under the premise of meeting the requirements of this technical specification, the bidder can put forward optimization suggestions and plans in order to carry out better layout and reduce costs.
Throughout the project, regular meetings must be held to communicate information as early as possible, such as product changes, delivery requirements, delivery status, training needs, process information, and other important information. The participants of the meeting include the bidder and the tenderer, and the meeting can be held at the bidder if necessary.
The bidder shall provide technical support and be prepared to answer questions from the tenderer in writing regarding the designated equipment.
Manufacturing License: The bidder can start the equipment manufacturing only after the tenderer agrees with its design principles and countersigns the drawings. All forms of design such as electrical, mechanical, pneumatic equipment, software, etc., fall into this category.
During the storage period before the shipment and installation of all equipment, the bidder must take reasonable measures to prevent the equipment from being polluted by dust and dirt, as well as bumps and deformations, and the tenderer has the right to require the bidder to return or exchange the goods for the arrival of the equipment bumps, cleanliness and brand inconsistencies.
1.2 Construction design requirements
The bidder must complete all design and procurement work of the project independently.
The bidder independently implements the management of the entire project, and the management personnel of each functional block of the bidder's project are directly connected with the management team of the tenderer to jointly manage the project, and the tenderer does not accept any management functions of subordinate subcontractors.
The tenderer only allows the bidder to use a subcontractor for the manufacture and installation of non-standard equipment for the project, and does not accept subcontracting. Before the bidder awards the contract, the list of subcontractors shall be approved in writing by the tenderer, otherwise, the tenderer has the right to reject the subcontractor who has not been approved, and the bidder shall be fully responsible for all losses caused thereby.
The above requirements must be reflected in the design, manufacture and installation of the bidder.
During the implementation of the project, the tenderer has the right to conduct random inspections on the above requirements, and the bidder needs to unconditionally cooperate with these inspections of the tenderer. If the tenderer finds that the bidder has violated any of the above provisions, it shall be deemed that the bidder has breached the contract, and any losses caused thereby shall be borne by the bidder.
This project is a turnkey project, and the construction design of the project and all the equipment in the whole workshop should be completed at one time, and the quality, quantity and progress of the project should be completed at one time.

The bidder is responsible for all kinds of coating defects caused by process equipment defects, such as pinholes, shrinkage holes, etc., except for coating reasons.
It is required that the pretreatment and electrophoresis equipment are not allowed to carry liquid between the various process areas, and the body is not allowed to carry liquid.
In order to ensure the quality of the body coating and the environment in the workshop, the workshop adopts a fully enclosed, air-conditioned air supply to maintain the overall positive pressure of the workshop.
The outer surface structure of equipment and equipment should prevent dust accumulation and be easy to clean.
The pretreatment is combined with spraying, dipping and spraying, and the two-step pretreatment (compatible with film pretreatment) process design of phosphating + passivation is adopted.
Cathode electrophoresis coating is two-component.
The UBS/UBC under the car in the sealing area is sprayed by robots, and the SSD and coarse seals are sprayed by robots.

The operating status, parameters, fault alarms and all processes in the workshop are transmitted to the data server and host computer in the central control room through industrial Ethernet for display, statistics and recording.
The energy efficiency of the motor used in this project is not less than level 2.
304 stainless steel for all deionized water and compressed air pipes. The inside and outside of the tap water pipe, chilled water pipe, and hot water pipe are galvanized. If necessary, the water pipes and sewage pipes in the workshop must be insulated, and the temperature difference between the outer plate of the insulation layer and the average ambient temperature in the workshop is less than 15 °C. The material of the pipeline should ultimately be consistent with the material of the common main network in the workshop.

1.5 Project Construction Design Principles:

1.6 General Contracting Requirements:

The equipment design includes the provision of engineering data, equipment general drawings, and schematic diagrams.
The equipment design fee includes construction site design changes, on-site construction problem solving and on-site technical guidance.
Equipment construction includes manufacturing, supply, transportation, installation, commissioning, trial production, etc., as well as equipment maintenance instructions, commissioning records, spare parts lists, technical training materials, personnel training, trial production, production accompaniment, technical services, etc., as well as equipment import, loading and unloading, transportation and other work (i.e., turnkey projects).
The construction of equipment includes interfaces between production lines and between equipment and equipment.
The construction of the equipment includes random spare parts and replacement parts during commissioning and trial production.
Provide a detailed list of spare parts prices, so that the tenderer can later determine the random spare parts list and purchase spare parts.
All filter materials (including liquid filters and air filters) should be supplied with two sets (1 set for commissioning and 1 set for production), and this part of the filter material is not included in the spare parts.

1.7 Project construction design and responsibility:
The bidder shall manage and solve the progress, quality and technical problems in the construction design or construction process of each project and shall be responsible for the overall responsibility:
The construction design of the equipment should meet the technical requirements of process and function, the construction drawings should meet the requirements of the preparation of the construction technology, and the manufacturing drawings should meet the requirements of the preparation and processing technology. The bidder is responsible for immediately solving the construction drawings and construction drawings with technical problems that affect the preparation of construction and processing technology, and the bidder is responsible for compensation for the progress and economic losses caused by the delay.
The equipment construction design must be convenient to use and operate, the function meets the technical requirements, high efficiency, energy saving, durability, high quality and low price, and is recognized by the tenderer. If there are technical problems in the construction design drawings (not meeting the process requirements, not meeting the technical requirements and functional requirements of the process design) and the construction drawings need to be modified or the construction losses and costs are incurred, the bidder shall be fully responsible and require the modification to be completed within the time required by the tenderer.

2.1.3 Equipment construction design schedule requirements:
After receiving the notice of winning the bid, the construction design of the equipment in the whole workshop meets the requirements for the equipment to enter the factory on September 1, 2020, and the public power equipment meets the conditions for the process equipment to enter the factory on August 1, 2020.
Principles and progress of equipment construction design to provide information for civil, special structure and public construction design:
(1) After the bidding, all the capital is divided into two times, one capital is required to be completed within 1 month, and the second capital is required to be completed within 2 months, and the losses caused by the subsequent capital changes are responsible for the bidder.
(2) Equipment construction progress: This project is scheduled to be TT on August 1, 2021, which will affect the TT time node and be implemented according to the relevant terms of the business contract.
The final time is subject to the planned time confirmed when signing the technical agreement with the bidder.

3. Project design requirements:
At the beginning of the SOP, the equipment operating rate of the coating line at full capacity is required to be 985% or more.
The production line is required to adopt advanced coating technology, reasonable structure and supporting equipment and components, high-quality materials, etc., which are convenient for production organization, quality management, operation and maintenance.
The design principle is based on the technical requirements provided by the tenderer, and if it is inconsistent with the technical requirements proposed by the tenderer, the opinions of the tenderer shall be obtained, and confirmed in writing after the consent of both parties. The bidder must use the latest, most advanced, safe and reliable coating technology in the construction design, otherwise the tenderer will not countersign.
In the process of construction design or in the construction drawings failed to meet the requirements of the bidding documents, the tenderer proposed to adjust or change, the bidder shall be implemented according to the requirements of the tenderer and completed on schedule, the change notice must be signed by the technical supervisors of both parties to be valid, if the costs have been included in the contract price of the project.
All general design drawings and main component drawings, flow charts, electrical schematic diagrams, electrical layout drawings, etc. of the bidder shall be countersigned by the tendering party, and the general drawings and main component drawings without countersigning by the tendering party are not allowed to be used as construction drawings. Provide 3D assembly drawings of plants, process equipment and utility power lines for interferometric analysis.
The design and construction of public and coating line equipment should meet the requirements of relevant construction, factory construction, coating industry, safety, fire prevention, environmental protection, health, and laws and regulations.
The pipes, valves and other tank fittings in each process of electrophoresis must be solvent cleaned before installation, and the shrinkage porosity can be installed only after confirming OK
Before all pre-lubricated products in the equipment are put into operation, the compatibility test report of the oil and paint must be provided.
When the bidder carries out the lighting design, it meets the requirements of normal production lighting, equipment maintenance lighting, cleaning lighting and factory lighting in the area blocked by equipment and steel platform (all lighting requirements are split line control switch - that is, only part of the lighting can be switched on and off in an area).
Bidders must be responsible for the materials and manufacturing quality of their purchased parts. All purchased parts must have a complete content of the equipment nameplate, equipment use and maintenance instructions, product quality certificates, spare parts schedules, training materials, etc., these technical information in the equipment acceptance of the complete transfer to the tenderer, otherwise there are no acceptance conditions.

78 General Description
At all stages of the project, it is the responsibility of the bidder to notify the tenderer of the following information:

7.9 Rights of the tendering party

7.13 Liability

During trial production or experiments, the body is placed on the transport vehicle and then returned to the entrance of the station.
The list of imported parts should be submitted together with the design drawings. The origin of the part is indicated in the list.
Inspect the passability of conveyor equipment and car bodies throughout the workshop and building.
If it is found that there are unclear, contradictions and errors in the contract documents or drawings, the tendering party shall be notified.
The tenderer will not be responsible for the losses incurred by the bidder and its suppliers in the project.
The special items related to the equipment involved in this technical requirement are not allowed to be changed unless the prior written consent of the tendering party is obtained.
In order to facilitate the maintenance of the equipment, the equipment should be moved to the first floor, for which the bidder should provide the necessary beams, trolleys, platforms and passages, including drives, motors, pumps, agitators, etc.
For the consistency of the whole workshop, for the railings, treadmills, door handles, light boxes and other common parts, the whole workshop should be coordinated, if necessary, the bidder's plan must be approved by the tenderer.
The overall project design needs to meet the needs of the first-level standardization of national safety production.
All materials and equipment used in engineering and manufacturing are not allowed to contain silicone.
The equipment needs to be taken in the process of on-site processing, manufacturing and transportation of the bidder to take corresponding prevention and treatment measures to control the cleanliness, and the tenderer shall conduct random inspections during the pre-acceptance process, and refuse to accept the equipment with unqualified cleanliness.
During the on-site installation and commissioning of the equipment, it is also necessary to do a good job of finished product protection to ensure cleanliness.
For measuring instruments and other measuring instruments, the bidder is responsible for providing the factory test report and certificate, as well as the provincial and above measurement calibration certificate.
For instruments, imported complete sets of equipment with their own instruments need to provide a certificate of conformity

According to the requirements of the tenderer, provide copies of the documents as follows: two complete installation drawings and specified electrical drawings.

It is the responsibility of the bidder to inspect the drawings and layout drawings of the subcontractor to identify any conflicts with the project as a whole.

7.15 Project Management
The bidder shall be approved by the tenderer before the following candidates are determined:

7.16 Health and Safety

b)Subcontractors shall participate in the weekly safety meetings led by the tendering party.
c)Bidders are required to implement appropriate security procedures.

g)The bidder shall register all on-site personnel as required and conduct admission training.
h)The bidder is responsible for the safety of the construction site and arranges temporary partitions, closures or protective devices required for safety.
i)Bidders' managers and employees are trained in on-site health and safety procedures.
7.17 Site Environment
The bidder transports all the equipment to the work site, including storage, transportation path, and installation location.
24 hours before the delivery of large equipment, the tenderer shall be notified.
The bidder shall be responsible for the unloading of all equipment.
The bidder is responsible for the safety work during the storage and installation of the equipment (including adverse weather effects).
Bidders should provide forklifts, cranes and special equipment required during the installation process.
Bidders must provide on-site sheds, toilet facilities and warehouses for tools and materials. The location of the on-site shed shall be designated by the tendering party, and the area shall be confirmed by the tendering party.
The power supply and other facilities of the on-site shed shall be solved by the bidder itself.
The bidder is responsible for the safety of the warehouse and the safe disposal of equipment and materials.
Material warehouses and equipment storage locations should not interfere with the production process or the work of other bidders.
All vehicles entering and leaving the site must have a pass issued by the tendering party.
Packing materials and boxes should be cleaned to the designated waste yard every day.
The bidder shall clean up the work area every day, keep the daily construction site clean and tidy, and the tenderer shall inspect it from time to time.
After the installation of the equipment is completed, the bidder shall clean and wipe the work area and the installed equipment.
Bidders shall protect all property and provide temporary enclosures and guardrails for work throughout the construction period to keep personnel and equipment safe.
Disputes arising from on-site cross-construction shall be arbitrated by the tendering party.
Bidders shall use designated entrance doors and in-hall passages when receiving materials and equipment.
The bidder shall be responsible for the damage to the fixed facilities, accessories and buildings or roads of the tenderer's house caused by the construction of the bidder.
dust
The tenderer shall be protected against dust emissions during the construction process.
Noise, smell
The bidder and its subcontractors guarantee that the noise and odor pollution generated by their work does not affect the surrounding residents.
7.18 Experiments, inspections and test runs
The bidder's experimental verification content shall include the requirements in the bidding document.
All experiments need to be participated in at the same time as the tenderer, and the verification scheme needs to be confirmed by the tenderer.
All experimental costs shall be borne by the bidder.
48 hours before the experiment or inspection, the bidder shall notify the tenderer in writing. The test of the equipment manufacturing department shall be notified to the tenderer 10 days in advance.
The acceptance plan of the equipment should contain the functional parameters of the design, involving activities such as commissioning and acceptance. The plan should indicate the timeline and the approach to be taken to meet the functional parameters of the design, including at least the following:
a)Electrical experiments
b)Point-to-point wiring experiments
c)Safety and emergency stop lines
d)Input/output checks
e)Software Validation
f)Data communication between the monitoring system and the PLC
g) Data communication between PLCs
h)Fault simulation and display (100%) - Experiments at the manufacturing plant
i)Sampling to check the occurrence of failures - experiments in the field
The commissioning status and commissioning report are all recorded and documented as part of the final delivery document.
7.19 Environmental Report
The bidder shall return to the site within the six-month guarantee period after the installation and delivery of the equipment, and conduct a detailed inspection of the conveying equipment and related equipment together with the maintenance personnel of the tenderer.
The bidder shall issue a comprehensive written report describing the situation of the workshop and equipment, and if there is any abnormal situation, it shall be identified and replaced or adjusted, and the tenderer shall not bear the cost. The repair process is monitored to ensure that the equipment issue is handled correctly, and any violations will be highlighted in the report.
7.20 Temporary Facilities
Temporary facilities include temporary ladders, stairs, guardrails, flooring, and scaffolding, among others
Temporary facilities need to meet on-site safety requirements and be removed from the site after construction is completed.
The requirements for the use of scaffolding are as follows:
a)Scaffolding should be constructed and maintained in a strong, reliable and safe manner, separate from the wall and in compliance with the requirements of a dedicated safety officer.
b)Scaffolding should avoid interfering with other work.
c)When not in use, remove the scaffolding to allow for additional installation work.
d)Remove scaffolding immediately when not needed.
e)During the construction process, the surface of the wall adjacent to the scaffold should be protected from damage, and if damaged, it should be repaired.
f)Clean up the site after the scaffolding is removed.
g)Only trained and authorized personnel are allowed to install, alter, and remove scaffolding.
7.21 Preventive and protective measures for fire
Strictly follow the high temperature operation procedures of the tenderer and the following regulations:
a)The bidder is responsible for the site manager of the project and the tenderer to inspect the entire project at least once a week.
b)Only flammable building materials used on the day can be stored on the construction site.
c)The waterproof canvas canopy used in construction should be flame retardant and installed firmly to avoid damage.
d)Any oil blotting cloths, oil blotting paper and other flammable materials shall be removed from the plant at the end of the day's work, and the bidder shall provide a container with a self-closing lid to hold the oil blotting cloth.
e)Collect, treat and store gasoline, solvents and similar flammable materials and wastes in a manner approved by the tenderer.
f)It is not allowed to use heating or heating stoves or other civil appliances without permission.
g)The use, storage and transport of compressed gases shall comply with the relevant regulatory requirements.
7.22 General Precautions and Norms
The bidder's vehicles in the factory meet the management requirements of the tenderer.
Flammable containers should be neatly placed in a safe and easily accessible location with fire extinguishing facilities.
Smoking, eating, and drinking are strictly prohibited at the installation and commissioning site.
7.23 Miscellaneous
The overall requirements of the project are not limited to the requirements of this technical specification, and the bidder has the obligation to put forward technical suggestions, including assisting the tenderer to find a better solution to reduce investment and operating costs, so that the product performance and functions can meet the technical requirements of the tenderer.
The bidder shall be responsible for the technical requirements, the technical accuracy of the list and its annexes, and the quantity and specifications in the list shall meet the process and functional requirements.
8. Acceptance, quality assurance and training
8.1 Acceptance
8.1.1 Program acceptance/technical acceptance
The technical design of the drawings is completed by the bidder as required, and the drawing countersigning minutes/reports can be signed only after the countersigning by both parties. After the bidder completes the schematic design and drawing design, it shall be approved by the tenderer for design approval and technical countersigning, and the construction interface shall be agreed by the tenderer, and the drawing countersign minutes/report shall be signed after qualifying.
The bidder shall obtain the consent of the tenderer before withdrawing from the site.
8.1.2 Pre-acceptance
The bidder shall complete the no-load continuous test and factory inspection as required. After passing the test, the pre-acceptance report can be signed.
The pre-acceptance work carried out in the bidder's factory shall be organized by the bidder. Before the equipment assembly and commissioning, the bidder should be 15 months to notify the tenderer for equipment pre-acceptance. The tenderer shall send a working group to the bidder's factory within 30 days for pre-acceptance.
The bidder is responsible for arranging 24-hour no-load continuous test and providing necessary testing tools. The pre-acceptance project shall be submitted by the bidder according to the acceptance basis of the acceptance project content, and the equipment can be inspected only after obtaining the consent of the tenderer, and the pre-acceptance report shall be signed after passing the inspection. The bidder shall deliver the goods after the tenderer passes the acceptance or obtains the consent of the tenderer.
8.1.3 Initial acceptance
The equipment and random components supplied by the bidder arrive safely at the installation site, and the equipment shall be accompanied by a packing list, product qualification certificate, certificate of origin, instruction manual, etc. After passing the inspection according to the requirements of the tenderer, the bidder can carry out on-site construction (installation of system machinery and electrical parts) in accordance with the relevant agreements.
After the installation is completed, the bidder shall request the tenderer to carry out the test work, and the test shall be operated in tandem and ensure that the continuous no-load trouble-free operation shall not be less than 24 hours; If the test is qualified, the spraying conditions are met and the process is debugged, and the qualified body can be sprayed, the two parties can sign the commissioning completion report, that is, the initial acceptance report.
After the commissioning, the bidder is responsible for the trial production of the body provided by the tenderer, and the trial production shall be carried out under full load conditions in accordance with the tenderer's work system.
8.1.4 Final acceptance
According to the requirements of the tenderer, after the installation and commissioning of the equipment is completed, from the SOPAt the beginning, there will be no quality problems after normal production of 5000 vehicles or mass production for 6 months; After meeting the technical requirements and accessories, agreements and acceptance basis signed by both parties, and ensuring that the system can continue and stabilize normal production. The tenderer and the bidder shall carry out the final acceptance according to the content of the contract and the standards mentioned therein, and the bidder must rectify the unqualified project within a time limit. During the trial production period, the bidder cooperates with the tenderer to make daily records of the production and equipment operation as the original basis for final acceptance.
8.1.5 Acceptance basis includes:
a)Technical scope of delivery
The performance indicators of the equipment are completely consistent with the technical requirements and technical agreements of the tenderer.
The measuring instruments and meters provided must have the calibration certificate provided by the authoritative testing department or the measurement department at or above the provincial level.
According to the contract and technical agreement of the tenderer, all equipment has been fully delivered and debugged as required, and the production capacity of each process has been verified and tested.
Today, all the equipment configuration requirements of the tenderer on site are consistent with the documents and supply items jointly signed by both parties. All the remaining problems on the site have been effectively solved (but for the non-major remaining problems that cannot be solved temporarily: under the condition of not affecting normal production, safety and equipment maintenance, the bidder and the tenderer can reach an agreement and solve them within a time limit).
b)Training & Technical Documentation
All training work has been completed, and these trainings should enable the tendering party personnel to independently complete the start-up of equipment, fault diagnosis, equipment operation, equipment maintenance, equipment monitoring, equipment maintenance and equipment pre-overhaul.
All the technical documents and drawings of the project have been delivered to the tenderer in complete accordance with the requirements.
c)Equipment safety devices
The production equipment provided by the bidder has been designed for safety and meets the standards agreed in this agreement and local safety standards.
All equipment licenses are fully compliant with national legal constraints, and the equipment meets safety and environmental regulations
d)Acceptance
According to the above clauses, the two parties finally confirm that the equipment under this contract has met the technical performance requirements stipulated in the contract, and the bidder has completed all the requirements in the contract except for the warranty clauses, and met the technical requirements signed by both parties and their attachments, agreements and acceptance basis, etc., and signed the final acceptance report with the consent of both parties.
The remaining problems not indicated in the acceptance report are still the responsibility of the bidder.
8.2 Warranty
The warranty period of the equipment is 2 years after the final acceptance (the warranty is paid 1 year after the final acceptance). The start time of the warranty period mentioned above is calculated from the date when the representative of the tenderer signs the final acceptance report.
During the warranty period, the bidder must be responsible for repairing or replacing the defects caused by the bidder's quality reasons within one week, and bear all costs (including re-purchase, air transportation, tariffs, materials, labor, etc.). During the warranty period, all technical services are free of charge.
All goods (except consumables) covered by the contract are covered by the warranty.
The terms mentioned above also apply to the goods sold and services provided by the bidder's subcontractors.
8.3 Training
The bidder is responsible for the organization and implementation of the training of the entire project to ensure that the technical and maintenance and production personnel of the tenderer can independently operate, maintain, overhaul and repair the equipment. For the special equipment involved, the bidder should involve its subcontractors in the training work.
Trainees: equipment users, maintenance technicians, mechanical maintenance workers, control engineers, electrical maintenance workers, OPs, process personnel and workshop related production personnel.
The overall training is arranged in the final stage of installation and the commissioning stage, and the training is carried out in a combination of theory and practical operation. Among them, the practical part of operation and maintenance is carried out at the equipment installation and commissioning site of the tendering party.
The training documents are mainly based on the content of the equipment operation manual and maintenance manual. The bidder shall provide a detailed training plan to the tenderer two months before the start of the training, and determine the training content and time.
In order to ensure the effectiveness of the training, the bidder shall organize practical and theoretical tests to enable the trained operators to have the ability to correctly and safely operate, maintain and program the workshop equipment.
After training, the relevant personnel of the tendering party can operate and maintain the equipment independently.
The training schedule should match the overall project schedule.
The training materials, drawings (paper and electronic) and training costs shall be responsible for the tenderer.
8.4 Production accompaniment
Production accompaniment from the start of SOP 6 months, the number of accompanying engineers in each shift is required as follows, and the specific staffing is determined by negotiation between the bidding parties according to the actual situation on site.

9. Standards
The bidder strictly abides by the relevant standards and national and local mandatory regulations provided by the tenderer.
The tenderer provides the relevant standards, and if the bidder does not understand the content of the document, the tenderer has the final right to interpret.
