1. Preface 1.前言
This code of conduct applies to TAFGA Personnel, Occupants, Visitors and Users at NEOM Mountain Construction Village. 本行为准则适用于 TAFGA 人员、NEOM Mountain Construction Village 的居住者、访客和用户。

The following list contains definitions of the terms used whose meaning may not be obvious from their usage in this document. 下面列出了一些术语的定义，这些术语在本文件中的用法可能并不明显。
Personnel: The people who work for a particular company or organization. 人员：人员： 为某个公司或组织工作的人。
Occupant/ Resident: A person who occupy/resides or is present in a Unit at a given time at NEOM Mountain Construction Village. 住户/居民：在 NEOM 山建村某一特定时间占据/居住或出现在某一单元内的人。
Visitor: A person who visits NEOM Mountain Construction Village personnel, occupant/s, user/s. 访客：访问者：访问 NEOM 山建筑村的人员、居住者、使用者。
User of Village: A person who uses or operates something such as Dining Halls, Outdoor & Indoor Recreations etc… at NEOM Mountain Construction Village 村庄使用者：使用或经营 NEOM 山建村餐厅、室外和室内娱乐设施等的人
Village: An area devoted to a specified purpose such as living, sleeping, etc. 村庄：专门用于居住、睡眠等特定用途的区域。
Camp: A place with temporary accommodation. 营地：临时住宿的地方。
Accommodations: A room, group of rooms, or building in which someone may live or stay. 住宿：供人居住或逗留的房间、房间群或建筑物。
1.2 Adherence to Code of Conduct 1.2 遵守行为准则
Tamimi Global Co. Ltd. (TAFGA’s) Customers (Occupants, Users of Village , users and visitors), Suppliers, others Business Partners, and Personnel operating and living in the village shall adhere to the Occupational, Health, Safety and Environmental Tamimi Global Co.Ltd. (TAFGA's)(TAFGA's)的客户（村庄的居住者、使用者、用户和访客）、供应商、其他商业伙伴以及在村庄运营和居住的人员应遵守职业、健康、安全和环境方面的规定。
Standards on which this code of conduct is based, within the framework of fulfilling contractual obligations. 在履行合同义务的框架内，本行为准则所依据的标准。
When a resident is arriving at the NEOM Mountain Construction Village he will be requested to acknowledge the receipt of rules / regulations and guidelines applicable to all village residents. 住户到达 NEOM 山区建筑村时，将被要求确认收到适用于所有村住户的规章制度和指南。
Any violations of the obligations mentioned in the Code of Conduct may give rise to grounds for termination of an Occupancy Agreement in accordance with the terms of that Occupancy Agreement 任何违反《行为准则》所述义务的行为都可能导致根据《租用协议》条款终止《租用协议》。
2. NEOM Mountain Construction Village RULES 2.NEOM 山建村规则
Welcome to NEOM Mountain Construction Village. Please accept, read & apply the Code of Conduct governing the behavior for all Personnel, Occupants, Visitors and Users at the Village. 欢迎来到 NEOM 建设村。请接受、阅读并执行本行为准则，该准则规范了本村所有人员、居住者、访客和用户的行为。
The NEOM Mountain Construction Village is solely for the use of NEOM Approved Contractors and whose employers must have a valid and current contract with NEOM. We hope your stay is pleasant and comfortable. For your safety and comfort, as well as that of your fellow resident/users, please read the following Rules and comply with them throughout your stay in the village. NEOM 山区建筑村仅供 NEOM 批准的承包商使用，其雇主必须与 NEOM 签订有效的合同。我们希望您在此居住愉快、舒适。为了您和其他住户/用户的安全和舒适，请阅读以下规则，并在整个逗留期间遵守这些规则。
1 GENERAL RULES 1 总则
1.1 NEOM Mountain Construction Village residents/users / visitors shall behave appropriately and respect the village environment as well as other residents /users. 1.1 NEOM 建设村的居民/用户/游客应行为得体，尊重建设村的环境和其他居民/用户。
1.2 During the night hours from 10pm to 6am. Village residents/users shall be particularly considerate and refrain from behavior that may disturb others in the vicinity. 1.2 在晚上 10 点至早上 6 点期间。村民/用户应特别注意，不要做出可能影响附近其他人的行为。
1.3 Village residents/users are requested to maintain cordial, friendly and dignified behavior with other village residents/users. 1.3 村民/用户应与其他村民/用户保持亲切、友好和有尊严的行为。
1.4 Only authorized village residents/users are permitted to stay in the Camp, i.e. the resident must be from a Company with a current valid contract with NEOM. 1.4 只允许经授权的村庄居民/用户入住营地，即居民必须来自与 NEOM 签有有效合同的公司。
1.5 Food must be consumed only in designated areas and any food waste must be properly disposed of. No cooking, re-heating of food is permitted inside any accommodations. Anyone caught will immediately be evicted from the village. 1.5 食物只能在指定区域内食用，任何食物残渣都必须妥善处理。不得在任何住宿设施内烹饪或加热食物。任何被发现的人都将被立即驱逐出村庄。
1.6 No other foods or drinks will be permitted to be taken out from the diner facilities, except for duly authorized takeaway box lunch / dinner / meals. All meals provided must be consumed in the dining halls. 1.6 除经正式批准的外卖盒饭/晚餐/膳食外，不得从餐厅设施中带走其他食物或饮品。所有提供的膳食必须在餐厅内食用。
1.7 Taking out any dinnerware like glasses utensils and accessories from the dining facility is prohibited. 1.7 禁止将任何餐具（如玻璃杯、器皿和配件）带出餐厅。
1.8 Smoking is only allowed in designated areas. 1.8 只允许在指定区域吸烟。
1.9 Village residents / users are expected to keep their rooms and the common areas clean and tidy at all times. 1.9 村民/用户应始终保持房间和公共区域的整洁。
1.10 Village residents/users are expected to follow posted timings of all the facilities including, Mess halls, Recreations, sports, Laundry, Housekeeping & etc. 1.10 村民/用户应遵守食堂、娱乐、体育、洗衣、家政等所有设施的张贴时间。
1.11 Village residents/users are expected to use all the facilities properly for the purpose they are designed for. 1.11 村民/用户应按照设计用途正确使用所有设施。
1.12 No pets of any kind/species will be permitted in the village or accommodations. 1.12 村庄或住宿区内禁止饲养任何种类的宠物。
1.13 Residents shall use the walkways provided and not trespass on lawns or landscaped area in village. 1.13 居民应使用村内提供的人行道，不得侵犯村内的草坪或绿化带。
1.14 Suggestion and complaints are to be submitted to Tamimi Management Office and this is actively encouraged. 1.14 我们积极鼓励向 Tamimi 管理办公室提出建议和投诉。
1.15 Village management reserves the right to establish and enforce additional village rules and regulations or to make changes in the present rules and regulations as deemed necessary from time to time. Any changes to the village rules will be effective following written approval of NEOM and provision of written notice of such additional changes to all Occupants and Users by using all means of communications. 1.15 村委会保留制定和执行其他村规民约的权利，或不时对现有村规民约进行必要修 改的权利。任何村规民约的修改，须经东北部生态旅游管理办公室书面批准，并通过各种通讯方式向所有住户和使用者发出书面通知后方可生效。
1.16 Disciplinary action for any resident who does not comply with regulations will be initiated by NEOM HR (see penalties). 1.16 NEOM 人力资源部门将对任何不遵守规定的住院医师采取纪律处分（见处罚规定）。
1.17 Residents’ use of additional services and other than those provided for within room and services rates of the Neom Mountain Construction Village Contract shall be provided for based on separate agreement and liability for expenses invoiced at the agreed rates. 1.17 除 Neom Mountain Construction Village 合同规定的客房和服务价格外，住户使用其他服务应另行商定，并按商定的价格开具发票。
1.18 Residents shall at all time ensure full compliance with all prevailing camp rules and regulation in accordance with the custom, laws and traditions of the Kingdom of Saudi Arabia. 1.18 任何时候，住户都应确保完全遵守符合沙特阿拉伯王国习俗、法律和传统的所有现行 营地规则和条例。
1.19 Occupants are obliged to actively participate in any village Environmental, Health and safety (EHS) Campaigns. 1.19 住户有义务积极参加村里的环境、健康和安全（EHS）活动。
1.20 Gambling, Fighting, and using abusive language is strictly prohibited. Any Personnel, occupants, Visitors and Users of the park caught committing any of these offences in the village will be sanctioned by NEOM HR (see penalties). 1.20 严禁赌博、打架和辱骂。任何园区人员、住户、访客和用户如在园区内被发现有上述违规行为，将受到 NEOM 人力资源部门的处罚（见处罚规定）。
1.21 Personnel, Occupants, Visitors and Users of the village should not throw rubbish, refuse or things of any description over balconies or through windows or any part of the premises and should place such articles or rubbish into proper bins or containers. 1.21 村庄的工作人员、住户、访客和用户不得将垃圾、废物或任何种类的物品扔到阳台上或从窗户或房舍的任何地方扔出去，并应将这些物品或垃圾放入适当的垃圾桶或容器内。
1.22 All premises shall be kept clean and neat. The corridors and common areas are to be free from all personal items which pose as obstacles to cleaning work or impede members of the Village community. 1.22 所有房舍均须保持清洁整齐。走廊和公共区域不得摆放任何妨碍清洁工作或妨碍村社成员的个人物品。
1.23 No storage sheds or improvements are allowed outside of the cabin. 1.23 不得在木屋外搭建储藏棚或进行装修。
1.24 Personnel, occupant, visitors and users of the village are not allowed to bring any kind of pornographic or obscene/prohibited materials of any kind of media to or display them in the rooms or anywhere within the village. Anyone caught will be sanctioned by NEOM HR (see penalties). 1.24 员工、入住者、来访者和村内使用者不得携带任何形式的色情或淫秽/违禁材料进入或在村 内房间或任何地方展示。一经发现，NEOM 人力资源部门将予以处罚（见处罚规定）。
1.25 Personnel, Occupants, visitors and Users of the village, whose act/behavior is deemed harmful to the villages or others, will be sanctioned by NEOM HR (see penalties) and will be dealt in accordance to the law 1.25 本村人员、住户、访客和用户的行为/举止如被视为有害于本村或他人，将受到 NEOM 人力资源部门的处罚（见处罚规定），并将依法处理。
1.26 Personnel, Occupants, Visitors and Users of the village when off duty, should be in appropriate conservative civilian attire in public areas and common room i.e. no vests, shorts, open sandals. 1.26 村庄人员、住户、访客和用户下班后，在公共场所和休息室应穿着得体、保守的便装，即不得穿背心、短裤、露脚凉鞋。
1.27 Personnel, Occupants, Visitors and Users of the village are not allowed to spit or blow or pick the nose with finger etc. in the common or public areas of the village. 1.27 村内人员、住户、访客和使用者不得在村内的公用或公共地方吐痰、擤鼻涕或用手指挖鼻孔等。
1.28 Personnel, Occupants, Visitors and Users of the village must not urinate in non-designated areas. Anyone caught will be sanctioned by NEOM HR (see penalties). 1.28 员工、入住者、来访者和村内使用者不得在非指定区域小便。任何被发现者都将受到 NEOM 人力资源部门的处罚（见处罚规定）。
1.29 Any form of bullying or harassment whether it is based on someone’s faith, gender, sexuality, race, disability or other will not be tolerated. Anyone caught will be sanctioned by NEOM HR (see penalties). 1.29 任何基于信仰、性别、性取向、种族、残疾或其他原因的欺凌或骚扰行为都是不可 容忍的。任何被发现者都将受到 NEOM 人力资源部门的处罚（见处罚规定）。

1.30 Personnel, Occupants, Visitors and Users of the Village not allowed to enter inside the kitchen. 1.30 本村人员、住户、访客和用户不得进入厨房内部。
1.31 Village Speed limit inside the village is 20 KPH on arterial roads and within all grade accommodation compounds and within the main Administration Building Complex. 1.31 村庄内主干道、所有等级宿舍区和主要行政楼群内的限速为每小时 20 公里。
1.32 Drugs or Shisha is strictly prohibited inside the premises of the village. 1.32 严禁在村内吸食毒品或水烟。
1.33 Personnel, occupants, Visitors and users of the village are not allowed to bring any kind of backpack, or hand bags in the Dining Halls, Mosque, recreations or any communal areas of the premises of this village. 1.33 本村人员、居住者、来访者和使用者不得携带任何背包或手提包进入餐厅、清真寺、娱乐室或村内任何公共场所。
1.34 Large gatherings, events, or parties are not to be held in cabins - speak with Community Services to book the mess hall, multipurpose room, or recreation rooms 1.34 大型聚会、活动或派对不得在小木屋内举行--请与社区服务部门联系预订食堂、多功能厅或娱乐室
1.35 Tenants are strictly prohibited to use Wi-Fi routers on local Tamimi network. 1.35 租戶嚴禁在塔米米本地網絡使用 Wi-Fi 路由器。
1.36 The rules & regulations within the village Code of Conduct take full precedence over any resident companies’ internal disciplinary measures. 1.36 《村庄行为准则》中的规章制度完全优先于任何常驻公司的内部纪律措施。
2 ELECTRICAL APPLIANCES 2 件电器
2.1 The electrical appliances allowed in the village are those authorized by the village management and each item must be either below written marked on the appliance. 2.1 获准在村内使用的电器均为村管理部门授权使用的电器，每件电器都必须在下方有文字标注。

2.2 On arrival, occupants will be expected to show all their electrical appliances to village management who will authorize which appliances are allowed in the camp. No unauthorized electrical appliances are allowed in the village. 2.2 抵达时，入住者应向村庄管理人员出示其所有电器，由其批准哪些电器可进入营地。未经授权的电器不得带入营地。

2.3 Electrical extension cords, Electrical Kettles and adapter plugs only allowed in the village are authorized by Village Management and each item must be below written marked on the appliance. 2.3 延长电线、电热水壶和转换插头只允许在村内使用，但须经村管理部门批准，且每件物品必须在器具下方有书面标记。

2.4 Any breach of electrical safety is a major fire risk to the village and a serious safety violation. Any unapproved electrical appliances found will be confiscated by management. 2.4 任何违反电气安全的行为都会给村庄带来重大火灾隐患，是严重的安全违规行为。管理部门将没收任何未经批准的电器。
2.5 No compressed gas cylinders or flammable fluids for cookers or heaters, Recreational Drugs (Shisha) are allowed in the village. Any drugs found even at Main Security Gate will be confiscated by management and destroyed. 2.5 禁止在村内使用压缩气瓶或用于炊具或取暖器的易燃液体以及娱乐性毒品（水烟）。即使在主安全门发现任何毒品，管理部门也将予以没收和销毁。
2.6 Personnel, occupants, Visitors and user of the village are not allowed to bring portable electric or gas heater or cooking equipment into their accommodation. They must not use any items which may have a naked flame or produce heat, for example, candles, incense, and oil lamps, etc. anyone caught will be sanctioned by NEOM HR (see penalties). 2.6 宿舍人员、住户、访客和用户不得将便携式电炉、燃气炉或烹饪设备带入宿舍。不得使用任何可能有明火或产生热量的物品，如蜡烛、香和油灯等，违者将受到 NEOM 人力资源部门的处罚（见处罚规定）。
3 SAFETY AND SECURITY 3 安全和安保
3.1 Village residents/users are obligated to follow and respect established security protocols of the village. 3.1 村民/用户有义务遵守并尊重村庄既定的安全协议。
3.2 The Resident is always expected to lock the cabin door and secure the room key. Asking a member of staff to leave the door open is not permitted. This is only to protect the Resident and the staff member from any responsibility. 3.2 住宿人员应始终锁好舱门并保管好房间钥匙。不得要求工作人员将门打开。这只是为了保护住客和工作人员免于承担任何责任。
3.3 The resident is expected to ensure all windows are locked and secured, close and lock windows and doors when leaving the cabin. 3.3 住客应确保所有窗户都上锁并固定好，离开客舱时应关闭并锁好门窗。
3.4 Before leaving your room, always check that valuable items are stored securely or placed into a drawer, bag, or other areas out of sight. A security safe is provided to residents to store important documents and valuables properly. 3.4 离开房间前，请务必检查贵重物品是否存放妥当，或是否放在抽屉、包或其他不引人注意的 地方。住客可使用安全保险箱妥善存放重要文件和贵重物品。
3.5 Village residents/users must report any emergencies and incidents. 3.5 村民/用户必须报告任何紧急情况和事件。
3.6 The residents must not disable or tamper with smoke detector, fire alarm or fire extinguisher. In case of any technical malfunction of a smoke detector or fire safety device residents should inform the Tamimi Management Office (Help Desk # 4444) to repair it as soon as possible. 3.6 住户不得破坏或篡改烟雾探测器、火警警报器或灭火器。如果烟雾探测器或消防安全装置出现任何技术故障，住户应尽快通知塔米米管理办公室（服务台编号 4444）进行维修。
3.7 Any serious breach of safety rules may result in the occupant being removed immediately from the village irrespective of any other agreement. 3.7 任何严重违反安全规则的行为都可能导致居住者被立即驱逐出村庄，无论是否有其他协 议。
3.8 The use, manufacture or distribution of Alcohol and any kind of recreational drug is strictly prohibited. Smoking is prohibited in all NEOM Community public buildings Smoking is only permitted in designated areas. Always discard cigarettes in the ashtrays/bins provided 3.8 严禁使用、制造或分发酒精和任何种类的娱乐性药物。所有 NEOM 社区公共建筑内禁止吸烟 只允许在指定区域内吸烟。请务必将烟头丢弃在提供的烟灰缸/烟灰箱内。
3.9 Any personnel, occupants, visitors and user of the village caught committing a crimes or theft of any kinds, Distributions, manufacturing, and consumption of alcohol and/or Recreational Drugs (Shisha) will be sanctioned by NEOM HR (see penalties) and will be dealt with in accordance to the law. 3.9 任何人员、居住者、来访者和村内使用者如被发现有任何形式的犯罪或盗窃行为，分发、制造和消费酒精和/或娱乐性毒品（水烟），将受到 NEOM 人力资源部门的制裁（见处罚规定），并将依法处理。
3.10 Personnel, occupants, visitors and users of the village are not allowed to bring weapon of any kind such as knives air guns or swords (even if they are only ornamental) in the rooms or anywhere in the village. Anyone caught will be sanctioned by NEOM HR (see penalties) and will be dealt in accordance to the law. 3.10 员工、住户、访客和村内用户不得携带任何武器，如刀、气枪或剑（即使只是装饰性 的）进入房间或村内任何地方。一经发现，NEOM 人力资源部门将依法予以处罚（见处罚规定）。
3.11 Mandatory participation of personnel, occupants, visitors and users in training and drills is strictly required. Schedules will be communicated to all prior to occupancy. 3.11 严格要求工作人员、入住者、来访者和使用者必须参加培训和演习。时间安排将在入住前通知所有人。
3.12 Unauthorized entry to a room is a serious offence. Trespassers will be dealt in accordance with the law. 3.12 擅自进入房间是严重的违法行为。擅自闯入者将依法处理。

3.13 Residents/users of the Village shall acquaint themselves with the fire safety and emergency procedures and comply immediately with all fire or other safety drills, alarms and instruction 3.13 本村居民/用户应熟悉消防安全和应急程序，并立即遵守所有消防或其他安全演习、警报和指示
4 MAINTENANCE 4 维护
4.1 The Village management reserves the right to enter any room for maintenance/inspection reasons with or without notification to the residents, depending on the nature of the requirement. 4.1 本村管理部门保留在通知或不通知住户的情况下因维修/检查原因进入任何房间的权利，具体视要求的性质而定。
4.2 Resident must notify the Tamimi Management Office (Help Desk) for any maintenance requirements including but not limited to repairs, leaks, and fluorescent bulb replacement, etc… 4.2 住户必须通知塔米米管理办公室（服务台）任何维修要求，包括但不限于维修、漏水和更换荧光灯泡等。
5 Visitors 5 位游客
5.1 The Personal Visitor Pass is only issued for first-degree relatives such as parents, siblings, or spouses of Residents who permanently reside at the Village. 5.1 个人访客通行证只发给在本村长期居住的住户的一级亲属，如父母、兄弟姐妹或配偶。
5.2A Resident can request a Personal Visitor Pass by completing the NEOM Community Visitor Access form and sending to community.access@NEOM.com for approval. 5.2A 居民可通过填写 NEOM 社区访客通行证申请表并发送至 community.access@NEOM.com 进行审批。

6 PERSONAL BELONGINGS 6 件个人物品
6.1 Occupants are advised not to keep large amount of money and valuables in their rooms, and to lock their rooms/units whenever they leave the room. 6.1 住客最好不要在房间内存放大量现金和贵重物品，离开房间时要锁好门。
6.2 Proper care should be taken of personal valuables. The village Management is not responsible in the event of any theft, loss or damage due to negligence of residents. 6.2 应妥善保管个人贵重物品。如因住户疏忽而导致任何失窃、遗失或损坏，本村管理部门概不负责。
6.3 Resident must arrange for safe keeping of their personal effects as Village management will not be responsible for any loss or damage 6.3 住客必须妥善保管个人财物，因为乡村管理部门对任何遗失或损坏概不负责。
7 PROPERTY DAMAGE OR LOSS 7 财产损坏或损失
7.1 Any damage or misuse of the property and facilities by the resident’s/users due to negligence or carelessness shall be counted as fault to be charged accordingly. 7.1 由于住户/用户的疏忽或粗心大意而造成的财产和设施损坏或使用不当，均应视为过失， 并收取相应费用。
7.2 The residents shall be issued room keys. These keys will be returned to the Tamimi Management Office upon departure. 10.3 The contracting company who is the employer/sponsor of the resident is responsible to confirm the departure of their resident and must return the keys to the Tamimi Management Office.
