2023年度集团公司管理评审报告 2023 Annual Management Review Report of the Group Company

根据集团公司质量环境职业健康安全管理体系(以下简称管理体系)要求,集团公司于 10 月 23 日召开 2023 年度管理评审会议。会议由院长、党委副书记蒋兴锟主持, 在汉集团公司领导光振雄、黄伟利,董事会秘书,行政办公室、经计部、技术中心、发规部、组织部 (人资部) 、财务部、法律部、安质部、国际部、总包事业部、数智化事业部、咨询公司(以下简称相关单位)负责人,以及质量管理有关人员参加。会议听取了本年度管理体系内审报告和相关单位年度管理评审输入报告,对管理体系的适宜性、充分性、有效性和有关管理工作进行了评审。
According to the requirements of the Group Company's Quality, Environmental, Occupational Health, and Safety Management System (hereinafter referred to as the Management System), the Group Company held the 2023 Annual Management Review Meeting on October 23. The meeting was chaired by the Dean and Deputy Secretary of the Party Committee, Jiang Xingkun, and attended by Group Company leaders Guang Zhenxiong and Huang Weili, the Board Secretary, heads of the Administrative Office, Economic and Planning Department, Technical Center, Development Planning Department, Organization Department (Human Resources Department), Finance Department, Legal Department, Safety and Quality Department, International Department, General Contracting Division, Digital Intelligence Division, Consulting Company (hereinafter referred to as relevant units), as well as personnel related to quality management. The meeting heard the internal audit report of the Management System for this year and the annual management review input reports from relevant units, and reviewed the suitability, adequacy, effectiveness, and related management work of the Management System.
评审认为,集团公司管理体系适应企业发展需求,管理体系运行正常, 过程控制有力有效, 符合方针目标要求。质量、环境安全管理有序可控,经营生产和有关管理工作有效推进,实现了企业平稳运营和科学发展。评审指出,内审工作基本达到预期目的,2022 年度管理评审意见基本落实,本年度查找的问题客观真实, 改进措施全面务实, 对持续提升企业管理水平起到了积极作用。各相关单位要以提高管理效能为目的, 着眼实现集团公司高质量发展需要,抓好各项问题的整改落实。
The review concluded that the group's management system meets the development needs of the enterprise, operates normally, has strong and effective process control, and aligns with policy objectives. Quality and environmental safety management are orderly and controllable, and operational production and related management work are effectively promoted, achieving stable operation and scientific development of the enterprise. The review pointed out that the internal audit work has basically met its expected objectives, the management review opinions for 2022 have been largely implemented, and the issues identified this year are objective and real. The improvement measures are comprehensive and pragmatic, playing a positive role in continuously enhancing the management level of the enterprise. Relevant units should focus on improving management efficiency, aiming to meet the needs for high-quality development of the group company, and ensure the rectification and implementation of various issues.

一、管理体系改进方面 1. Improvement of the management system

  1. 做好问题梳理, 强化成果应用。将年度内审工作与质量监
    Organize issues effectively and strengthen the application of results. Integrate annual internal audit work with quality monitoring.

    督检查工作相结合,做好内审和监督检查发生问题梳理,将典型共性问题纳入勘察设计、工程总承包等问题库,并加强宣贯培训,有效避免问题重复发生。
    Combine supervision and inspection work, conduct internal audits and address issues identified during supervision checks, incorporate typical common problems into the database for surveying, design, and general contracting, and strengthen training and dissemination to effectively prevent the recurrence of issues.
  2. 紧跟上级政策,完善管理体系。紧密跟踪住建部、国家铁路局、国铁集团等上级单位政策发布情况,深究细研、剖深析透,结合企业实际,及时完善管理体系,确保体系文件高效运作。
    Follow the superior policies closely and improve the management system. Keep a close track of the policy releases from higher authorities such as the Ministry of Housing and Urban-Rural Development, the National Railway Administration, and the China State Railway Group.   1. 持续优化完善综合办公系统。组织相关部门做好系统模块应用,进一步加强新模块的宣贯,及时收集梳理系统改进意见,持续推动系统优化完善,提升用户体验,提高管理效能。

  1. 持续强化经营协同机制。进一步优化 "一盘棋" 的经营协同机制, 完善勘察设计、监理咨询、工程总承包、资本运营等经营资源、经营信息共享机制,有效发挥经营合力。

Further optimize the "one chessboard" operational collaboration mechanism, improve the sharing mechanisms for operational resources and information in areas such as surveying and design, supervision and consulting, general contracting, and capital operation, effectively leveraging operational synergy.
  2. 加大新兴业务市场开拓。进一步融入股份公司大经营格局,加强与股份公司总部、投资平台等沟通对接,围绕能源、地下空间、城市综合开发等新兴业务,超前开展工作部署,推动新兴市场开拓。

  3. 从严防控资金支付风险。坚持"以收定支、量入为出"原则,完善资金收支计划管理机制,统筹做好项目生产组织和资金收支计划安排,做到项目生产进度与资金收支进度匹配 坚持 "应收应付一起管",全力做好收款,全面梳理债务结构,区分轻重缓急、有保有压,有效防范对外支付风险。

  1. 进一步完善安全生产管理体系。编制集团公司安全生产岗位责任清单,总结梳理年度安全质量检查成果,持续完善安全生产管理体系;加大相关制度、检查成果的宣贯力度,强化全员安全生产责任落实。
