MQA NOTIFICATION LETTER NO. 7/2022


EXPLANATION REGARDING THE EXTENSION OF THE FLEXIBILITY OF THE OPERATION OF HIGHER EDUCATION PROGRAMS FOR THE YEAR 2022


I respectfully refer to the above.


2. As you are already aware, the Malaysian Qualifications Agency (MQA) has issued Notice No. 5/2022 dated 12 April 2022 in relation to the use of the flexible guidance note for the operation of the Higher Education Provider (PPT) program, which will be extended until 31 December 2022.


3. Accordingly, MQA has received a number of inquiries and suggestions regarding the extension of flexibility from various parties, including in terms of the semester system implemented by PPT.


4. MQA is aware and has examined related matters and decided that this extension of flexibility also applies to HEPs that implement the semester system starting from 2022 and ending in a certain month in 2023. For example: If the semester in a HEP starts in October 2022 and ends in January 2023, HEP is allowed to implement the flexibility until the end of the October 2022-January 2023 semester. For the next semester, the HEP needs to implement the original mode of operation of the program as approved by the Ministry of Higher Education (KPT) by maximizing the operation of 'blended learning/hybrid learning' (face-to-face and online) as stipulated by the current MQA.


5. This notification letter needs to be read together with instructions or rulings issued by the authorities from time to time including KPT and other relevant authorities including programs involving professional bodies.

PPT must keep all relevant documents and records for audit purposes in the future.


6. HEP is requested to take due care so that the implementation and affairs of teaching and learning as well as guaranteeing the quality of the program can be carried out smoothly and in an orderly manner.
