Article 33 of Regulation (EC) No 1907/2006 provides that all suppliers of articles containing substances meeting the criteria in Article 57 and identified in accordance with the first paragraph of Article 59 and having a mass fraction greater than shall provide the recipient of the article with sufficient information, accessible to him, to make the article safe for use, which shall include, as a minimum, the names of the substances on the candidate list of substances contained therein.

According to Regulation (EC) No 1907/2006, any European manufacturer or importer of an article shall notify the European Chemicals Agency (ECHA) in accordance with Article 7(4) if the substance meets the criteria in Article 57 and is identified in accordance with the first paragraph of Article 59, if both of the following conditions are fulfilled: (a) the total content of the substance on the Candidate List in the article exceeds 1 tonne/year per manufacturer or importer; (b) the total content of the substance on the Candidate List in mass fraction exceeds the concentration of in the article.
