The purpose of this survey is to assess the level of agreement and support from our Member National Associations regarding the proposed amendments to the competition rules, aimed at making Taekwondo competitions more dynamic and spectator-friendly. The feedback collected will provide valuable insights into the perspectives of our MNAs and guide future decisions in refining and implementing these proposals as we prepare for the LA28 Olympic Games.

2.1 Simplification of Valid Points 1 point for a valid punch to the trunk protector 2 points for a valid to the trunk or head protector 4 points for a valid turning kick to the trunk or head protector |
Currently, there are 5 scoring criteria ranging from 1 to 5 points, depending on the technique. However, this system is considered too complex for the general public to easily understand. Following consultations with various expert groups, including media, it has been recommended that the scoring criteria be simplified. |

2.2 Recategorisation of list of prohibited acts for Gam-jeom |
Similar to Q.2.1, the current Gam-jeom system involves numerous instances where different hand signals are used for each type of penalty, making it difficult for spectators and media to follow the competition. Therefore, it has been proposed to reclassify prohibited acts into clearer categories (e.g., crossing the boundary line, falling down, and other prohibited acts could be grouped under "passive" actions) |

2.3 Reduction of giving Gam-jeom for prohibited acts |
Points awarded directly to the opponent when an athlete commits a prohibited act can significantly impact the contest results. To make our sport more dynamic and technique-oriented, an alternative approach could be considered: rather than awarding a point, allow the opponent to score double points within a specific time frame (e.g., 10 seconds) when certain prohibited acts are committed. This rule has been already implemented for the World Cup Team Championships and the Diamond Games held in 2024. |

2.4 Simplification of superiority criteria in the event of a tied score |
In line with the simplification of scoring-related competition rules, in the case of a tie, only the total number of hits registered by the PSS will be used to break the tie. |

2.5 Introduction of sensing gloves (PSS) |
With the introduction of sensing gloves, the force of the punch is measured by sensors, while the accuracy of the punch technique is verified by corner judges. Puches that meet both force and technique requirements will be considered as scored. |

2.6 Removal of punch as a scoring technique |
While the punch is an important technique in Taekwondo, we aim to avoid punches becoming a significant game changer, as our focus is on making competitions more kick-oriented. Therefore, it could be considered that punches remain a permitted technique but no longer count as a scoring technique, meaning no points would be awarded for punches. |

2.7 Removal of head kick for IVR request |
It has been observed that IVR requests for head kicks cause significant delays in competitions and raise concerns regarding fairness. Therefore, it is proposed to remove head kicks from IVR requests, except in instances where the Centre Referee initiates the request after conducting a count. |

3. Change of Scoreboard Display – Energy Metre (Bar-type) |
The bar-type scoreboard, which has been used in team events, has received positive feedback from both the media and spectators. It is now being considered for wider use to improve scoreboard readability and provide scoring information in a more straightforward manner. |
