A modern steel plant demands specific knowledge and process understanding by all the personnel involved in the line operation and maintenance to ensure that the learning curve is kept to a minimum period of time. | |
The aim of training is to transfer to the Buyer’s personnel the information on the Seller’s supplied equipment and systems described in technical specifications and manuals, such as equipment design, procedure and sequence of assembling, methodology for unit inspection practice before assembling, equipment set-up approaches for tube production, adjustment parameters, special tooling used while assembling, change-over and equipment adjustment, if required, safety regulations. | |
The training conception is based on the precondition that the delegated trainees will have a good vocational background, experience in similar plants operation and maintenance. | |
The training courses will be performed by highly skilled engineers of the SELLER and its sub-suppliers | |
The aim of the training is therefore to build up a team of BUYER key specialists, suitably trained to become the Core Group of the future plant operative organisation. | |
The main target of the theoretical training is to transfer to the BUYER’s staff the knowledge about the technological process, equipments description, automation and electrical systems and maintenance. | |
They will then transfer their own knowledge and acquired experience so that all manning positions of the new plant, even the ones not involved in the formal training phases, will benefit by the Core Group acquired experience, so that the learning process will become self-feeding and self implementing. | |
To achieve the above targets, the training program will be realised according to the following phases: | |
PHASE 1 | |
The theoretical training will be realised in the SELLER’s Headquarters in COUNTRY or at Seller’s Sub-supplier’s facilities, in order to get Buyer’s personnel acquainted with the concepts and characteristics of the new machines. Phase 1 should be completed before the start of Equipment inspection. | |
PHASE 2 | |
On site training (theoretical and practical sessions) during commissioning period at BUYER’ plant. | |
The trainees who successfully completed Phase 1 and/or Phase 2, upon agreement between Buyer and Seller, will participate in Commissioning Works on the Buyer’s site. |

THEORETICAL TRAINING /

The main target of the theoretical training is instructing and sharing with the BUYER’s staff the knowledge regarding the supplied equipment, plant operation, basic metallurgical process and maintenance. | |
This training will be performed in the SELLER’s Training Center, COUNTRY or Seller’s Sub-supplier’s center. The BUYER’s trainees will be the plant key personnel in charge of managing the proposed plant and equipment. Theoretical Training for sub-suppliers technological equipment (i.e. Automatic Process control System, Press Tool Lubrication System,Induction Furnace Heating System …) can be carried out at Buyer’s Site during rendering Services on Supervision, according with equipment manufacturer instructions. |

The theoretical training will be structured in order to give a complete and detailed view of the equipment according to the different discipline of the BUYER' staff groups. | |
The topics of general common interest will be scheduled in such a way to optimize the participation of the trainees to the lessons. | |
For this purpose, the training can be divided into two sessions, as follows: | |

The training of Buyer’s personnel shall begin eight (8) weeks before the start of erection. This period can be shifted and will be confirmed during project execution. | |
The training program and time schedule will be preliminary agreed upon with the Buyer 4 (four) months before the beginning of the Training. | |
The group composition, number and expertise (CVs to be provided) of the BUYER’s trainees shall be communicated to the SELLER three (3) months before the date foreseen for the training beginning. | |
The Seller shall submit a draft of time schedule for approval at least 6 (six) weeks prior the training. | |
The training time schedule shall be approved by the Parties at least 3 (three) weeks prior the training. |
EQUIPMENT INSPECTION and TESTING BeforE SHipment AT SELLER'S AND ITS SUB-SUPPLIERS' WORKSHOPS /

The Seller shall carry out the tests of the manufactured equipment and the equipment supplied by sub-suppliers mentioned in the table below as per provisions of the present Annex to the contract. Inspection shall be carried out at presence of Buyer’s inspector/s, results of inspection are reflected in Protocol. If during the functional test it is necessary to demonstrate the movement or rotation of some equipment or its part, it will be done by drives or motors. If drives or motors are not available, then movement oor rotation will be implemented manually by the Seller’s personel. An appropriate certificate shall be made up. Results of a test shall be written in the inspection report. If the test is carried out successfully and no significant defects of the manufactured equipment which have significant influence on the production of the final product in accordance with the relevant manufacturing tube standards are found out, BUYER’S inspector shall sign the inspection report. If significant defects or significant non-compliance of the manufactured equipment with contract provisions are found out, the SELLER shall undertake to eliminate them immediately at his expense. In the event that there should be defects which are minor, as per agreement between the parties, the issue of the inspection Protocol shall not be withheld, provided that the SELLER will accept to remedy such defects at the site at SELLER’s expenses in the shortest possible time. Such minor defects shall be mentioned in the Protocol of inspection. All comments identified during the inspection must be accompanied by photo and/or video materials, drawings or other forms of information that clearly identify each of the identified problems. At the request of the Buyer's inspector, the Seller will provide a quality test certificate for individual equipment, including those from its subsuppliers. Each certificate must contain the signature of the person conducting the inspection and the seal of the company that performed the inspection. During the inspection, the Buyer has a right to request the Seller to perform physical measurements on the equipment. The actuall measurement will be done by the authorized person of the Seller with witness of the Buyer’s inspector. If the Buyer’s inspector is not satisfied with the results of the meausrments, the measurement will be repeated. The Seller shall use the suitable certified measurement tools. | |
Should BUYER’S inspector fail to arrive at the place of test carrying out by the term specified in the notification letter, the SELLER shall carry out the test on his own and make a decision on shipment of the equipment to the BUYER. Test results are documented by the inspection Protocol on a unilateral basis; the inspection Protocol shall be sent to the BUYER. Each Equipment Inspection Protocol will be accompanied by necessary photo and video materials, measurement results, including quality control reports in accordance with the inspection plan. If the Buyer's inspectors do not arrive for the inspection, all of the above documents with the Protocol on the completion of the inspection are sent to the Buyer before the equipment is shipped from the Seller's site. The Buyer reviews the above documents within 3 working days and return the Seller either signed inspection Protocol or refusal letter with list of comments. Depending on the nature and number of comments, the Parties agree on where and when to eliminate them. If the Buyer does not respond within 3 working days, then the Protocol is considered as signed by the Buyer. Within the period agreed upon by the Parties, the Seller eliminates the identified inconsistencies in accordance to the comments and submits to the Buyer a report on the elimination of each defect and re-sends the Inspection Protocol for the Buyer signature. The Buyer may refuse to sign inspection Protocol second time only in case of Buyer’s inspectors presence on Seller’s site and witness inspection procedures. | |
In order to conduct the equipment inspection at SELLER’S site, the BUYER shall forward his specialists. The number of specialists is given in table 3. | |

Seller shall provide the Buyer with inspection plan for the main equipment as indicatedabove, 2 months prior to respective equipment testing The Buyer has the right to offer to change the scope and content of inspection. The Seller will accept the Buyer’s proposal or, in case of refusal, justify its reasons in writing. The inspection plan should contain an approximate list of tools and equipment to support the inspection procedure. During inspection, the Seller will provide the Buyer’s personnel with all necessary reference paper documentation. |
ON SITE TRAINING AT BUYER'S PLANT/

During the final erection stage, and the commissioning period, the SELLER’S Technicians will give the BUYER’s personnel a practical training concerning the machines designed and supplied by SELLER. | |
This section, named “Hands-on Training” is aimed to get each trainee closely familiar with the new equipment as per the assigned tasks. | |
The key personnel, who have previously received theoretical training off-site, will be trained in the field on the operation and maintenance of the delivered plant components. | |
The services have to be rendered in the following sequence: Theoretical training Practical tasks | |
The number and qualification of trainees and the training program must be mutually approved 2 months prior to training beginning. | |
The SELLER may advise the BUYER to remove or/replace a person from the training due to incompliance with the a.m. requirements. | |
The training will be carried out in appropriate BUYER’S offices equipped with all necessary means like boards and beamers. Detailed description of necessary equipment will be submitted prior to the beginning of training. | |
The duration of theoretical training including testing for each group will be 1- 3 working weeks. | |
Performance of practical tasks will be organized for a group consisting of the BUYER’S personnel – 10 people maximum – who completed theoretical training. | |
The personnel not trained will be integrated step-by-step into the training activities so that in a short time after start up all shift personnel is sufficiently trained. | |
This procedure helps to make the BUYER’s key personnel confident in their work activities and enables them to execute further training after the SELLER’s supervision crew has left the site. | |
The training will be organized to avoid any interference with the commissioning program. | |
The objective will be to familiarize the trainees with the actual equipment, its performance and characteristics, emphasis being laid on those aspects of preventive maintenance, planned maintenance and repair techniques to be adopted at a later stage. | |
Opportunity will be given to the skilled staff and semi-skilled staff in maintenance and services in improving skills in their respective fields. | |

Training documentation shall be submitted three months prior to the beginning of training. | |
Should the documentation above mentioned, or part of it, not yet ready in the final version during theoretical training, a reference documentation could be used. |
Control of Courses /

Control of courses will be realised by some tests (written or verbal) during the training in order to know step-by step the increase of Training Learning Curve. |
Training Acceptance Certificate /
培训合格证书 /
A certificate of satisfactory completion of training will be signed by the parties at the end of each training session. | |
Seller shall issue certificates foa all Buyer’s personnel that underwent training. These certificates shall include content and duration of the Training, names and surnames of Buyer’s personnel that underwent the Training. |

In order to achieve the best resuts from training courses the optimum number of participants suggested for standard courses is 5 to 8. |
Courses Timetable /

The course will run 5 (five) days per week, 8 (eight) hours per day (excluding lunch time) | |
In case of specific needs or special requirements, part of the practical Training courses may be re-scheduled upon agreement between the parties. |

The Training Center Manager will be responsible for the whole training activities. | |
He will be in contact with the BUYER Personnel Training Co-ordinator. |
General Rules /

For the total training period of the BUYER’s operating and maintenance personnel, the BUYER will designate a Group Leader with supervisory functions. | |
The Supervisory Group Leader of the BUYER and the SELLER Instructors shall closely liase and co-operate | |
The BUYER and the SELLER shall agree the personnel to be trained prior to the commencement of the training program establishing the correct level and the skill of the trainees | |
BUYER’s personnel to be trained in Seller’s country have to observe the working times, accident prevention instructions and factory regulations valid in each individual case. | |
During training, if the trainee’s ability or conduct is not satisfactory, the SELLER shall inform the BUYER Group Leader. In this case both parties can jointly decide to interrupt training of the involved personal. | |
The SELLER shall give assistance to the BUYER’s trainees in obtaining accommodation. | |
The SELLER will notify the BUYER’s trainee names to the relevant co-operative association or comparable institution so that each trainee will have insurance coverage against industrial accidents during his training period. | |
The BUYER will release the SELLER from all damage claims exceeding the payments effected by the co-operative association or comparable institution, which might be raised by both the persons to be trained and by third parties and which might occur in connection with industrial accidents during the training period except where the SELLER has been grossly negligent. | |
All medical and hospital expenses for the Buyer’s trainees, during the whole Training period, shall be at the Buyer’s expense, except for the first aid provided by the Seller company doctor. | |
Prior to the arrival of the Buyer’s trainees at the place of Training, the Buyer undertakes to obtain all visas, documents and the like required for entering the country. | |
The training will be organized to avoid any interference with the commissioning program. |
