Secondly, the shortage and insufficient training of teachers in STEM fields, coupled with the declining interest of students in these subjects, seriously threatens the competitiveness of the United States in the global science and technology field. In addition, with the widespread application of artificial intelligence in education, ethical issues such as student data privacy protection and algorithm fairness have become increasingly prominent, which may trigger widespread social and legal consequences. How to deal with these challenges will directly determine the future of the United States. However, in the United States, talents with both educational theory, user experience design, and artificial intelligence capabilities are scarce, making it more difficult to meet these challenges.

This framework focuses on addressing current challenges in student participation in STEM disciplines, with a particular focus on engineering as a case study to inspire more students to pursue research and employment in the field. In addition, on the 70th anniversary of Brown v. Board of Education, President Biden announced new actions to advance racial and educational equality. In his report, he stated that every student should receive a high-quality education to prepare them to become the next generation of leaders. The Biden-Harris Administration is committed to ensuring that every child can succeed in education and addressing racial segregation in schools that has led to worse educational outcomes for children, including investing in local efforts to increase diversity and equal opportunities. The administration is focused on accelerating academic development and has made record investments in K-12 schools and higher education institutions to help improve opportunities for all (see Exhibit 42 https ://www.whitehouse.gov/briefing-room/statementsreleases/2024/05/17/fact-sheet-president-biden-announces-new-actions-to-advance-racial-andeducational-equity-on-70th-anniversary-of-brown-v-board-of-education/). My work is particularly focused on narrowing educational gaps through technology, especially in underresourced rural schools and underrepresented groups. The learning tools and methods I develop are designed to provide these groups with equal educational opportunities, enabling them to access educational resources and learning experiences comparable to those of students in urban or affluent areas. These efforts directly respond to the U.S. government's strategic goals in advancing racial and educational equity, especially under the Biden-Harris administration's policy framework that emphasizes improving educational equity through technology and innovation.

We do not, therefore, require petitioners to demonstrate that their endeavors are more likely than not to ultimately succeed."

The impact of my publications is ubiquitous. My peers and leading companies in the United States have cited my publications, as shown in some examples in Table 1 below. For example, my research paper "Digital Learning Experience Design and Research for a Risk-Based SelfPaced Online Course on Imported Food Inspection" was cited by Professor Matthew Schmidt, an Associate Professor in the Department of Workforce Education and Instructional Technology (WEIT) at the University of Georgia (UGA). (Exhibit 23) In his excellent paper, he and his colleagues cited my paper, in which he wrote: "We propose two learning experience design case studies that provide practical insights into the iterative development and testing of LXD, including effectiveness, efficiency, and appeal," One of the case studies is the article "Digital Learning Experience Design and Research for a Risk-Based Self-Paced Online Course on Imported Food Inspection", so my articles clearly have global impact and international acclaim.

The project is a pioneering Department for Education-funded initiative to develop a highly interactive 3D digital assessment tool for students in Years 4 to 6. As the lead user experience (UX) researcher, Mrs. Yu led comprehensive laboratory usability studies and conducted an extensive series of field tests in six rural schools in Missouri. Her work significantly improved the user interface and interaction mechanics of virtual school games to better adapt them to the needs of young learners. These technological improvements not only improve the quality of the 3D learning experience, but also enhance students' sense of participation and learning results. Mrs. Yu's research results provide an engaging and effective 3D learning platform for K-12 students and spark active discussions in the field of educational technology, promoting innovative applications of virtual reality technology in education."
