I, Yu Fan, am a PhD candidate at the University of Missouri-Columbia, having completed all degree requirements and expected to get my PhD degree in December, 2024. In the AI era, youth education in the United States faces severe challenges, which are directly related to the future of the country. First, the uneven distribution of educational resources has led to significant gaps in access to high-quality education for students from different regions, races, and economic backgrounds, which has limited the improvement of overall education levels. Secondly, the shortage and insufficient training of teachers in STEM fields, coupled with the declining interest of students in these subjects, seriously threatens the competitiveness of the United States in the global science and technology field. In addition, with the widespread application of artificial intelligence in education, ethical issues such as student data privacy protection and algorithm fairness have become increasingly prominent, which may trigger widespread social and legal consequences. How to deal with these challenges will directly determine the future of the United States. It is reported that a diverse STEM education workforce is increasingly important for national prosperity, security, and competitiveness. However, American students still lag behind students in other countries in STEM education (See Exhibit 40 https://new.nsf.gov/science-matters/whatdo-data-say-about-current-state-k-12-stem). In the face of this challenge, my research improves student' academic performance in STEM fields by optimizing educational technology and learning tools, laying a solid foundation for cultivating future scientific and technological talents. This not only enhances students' academic abilities, but also provides them with more opportunities for future development in the field of science and technology. After obtaining permanent residency in the United States, I will develop and implement a comprehensive framework for designing digital learning tools based on my extensive experience in K-12 learning experiences, user experience of digital learning technologies, engineering education environments, and the application of artificial intelligence in education. This framework focuses on addressing current challenges in student participation in STEM disciplines, with a particular focus on engineering as a case study to inspire more students to pursue research and employment in the field. The Biden-Harris Administration emphasized in its "Raising the Bar: STEM Excellence for All Students" plan: "We must provide all students with a broad and challenging STEM education that provides them with the deep knowledge and skills they need to succeed in STEM and other fields." (See Exhibit 41 https://www2.ed.gov/about/inits/ed/raisethe-bar/stem-excellence.pdf) In this context, the digital learning tools I developed effectively fill the talent gap in this critical field by increasing students' interest and engagement in engineering and related STEM disciplines. In addition, on the 70th anniversary of Brown v. Board of Education, President Biden announced new actions to advance racial and educational equality. In his report, he stated that every student should receive a high-quality education to prepare them to become the next generation of leaders. The Biden-Harris Administration is committed to ensuring that every child can succeed in education and addressing racial segregation in schools that has led to worse educational outcomes for children, including investing in local efforts to increase diversity and equal opportunities. The administration is focused on accelerating academic development and has made record investments in K-12 schools and higher education institutions to help improve opportunities for all (see Exhibit 42 https ://www.whitehouse.gov/briefing-room/statementsreleases/2024/05/17/fact-sheet-president-biden-announces-new-actions-to-advance-racial-andeducational-equity-on-70th-anniversary-of-brown-v-board-of-education/). My work is particularly focused on narrowing educational gaps through technology, especially in underresourced rural schools and underrepresented groups. The learning tools and methods I develop are designed to provide these groups with equal educational opportunities, enabling them to access educational resources and learning experiences comparable to those of students in urban or affluent areas. The AAO stated, "To determine whether [a Petitioner] is well positioned to advance the proposed endeavor, we consider factors including, but not limited to: the individual's education, skills, knowledge and record of success in related or similar efforts; a model or plan for future activities; any progress towards achieving the proposed endeavor; and the interest of potential customers, users, investors, or other relevant entities or individuals." The AAO further explained that establishing the likelihood of success is not a requirement: "We recognize that forecasting feasibility or future success may present challenges to petitioners and USCIS officers, and that many innovations and entrepreneurial endeavors may ultimately fail, in whole or in part, despite an intelligent plan and competent execution. For example, my research paper "Digital Learning Experience Design and Research for a Risk-Based SelfPaced Online Course on Imported Food Inspection" was cited by Professor Matthew Schmidt, an Associate Professor in the Department of Workforce Education and Instructional Technology (WEIT) at the University of Georgia (UGA).
