1 Purpose
In order to ensure that staff at all levels of the group company establish and standardize mechanisms for consultation and participation during the planning, implementation, and improvement of the occupational health and safety management system, this procedure has been formulated.
2 Scope of Application
The group company engages in professional health and safety activities related to engineering surveying and design, engineering consulting, general contracting, and construction supervision.

4 Terms or Definitions
4.1 Organization: To achieve goals, it is a person or a group of people whose functions are composed of responsibilities, authorities, and interrelationships. For example: companies, groups, commercial banks, enterprises and institutions, administrative management agencies, social organizations, etc.
4.2 Stakeholders: Individuals or organizations that can influence decisions or activities, are affected by decisions or activities, or believe they are impacted by decisions or activities.
4.3 Staff: Personnel who carry out work or activities related to work under the control of the organization. Staff includes top management, managerial personnel, and non-managerial personnel.
4.4 Participation: Engage in activities related to occupational health and safety processes.
4.5 Consultation: Seek opinions before making decisions.
4.6 Top Management: A person or group of people who command and control the organization at the highest level, namely the chairman of the group company or the dean.
5 Responsibilities
5.1 Chairman, Dean
The leadership is responsible for negotiating and participating in occupational health and safety activities for the group company.
5.2 Vice President in Charge
5.2.1 Entrusted by the president, organize and establish a consultation and participation mechanism for occupational health and safety in the group company.
5.2.2 Supervise whether each unit complies with the requirements for occupational health and safety consultation and participation.
5.3 Safety Quality Management Department
5.3.1 Responsible for the management of the consultation and participation in the occupational health and safety management system of the group company.
5.3.2 Responsible for formulating the annual occupational health and safety management goals of the group company, summarizing annual work, analyzing the current situation, and deploying work arrangements, released through the annual safety production work meeting.
5.3.3 Responsible for formulating the management system related to occupational health and safety for the group company, soliciting opinions from all employees, and publicly releasing it.
5.3.4 Organize and carry out the identification and evaluation of occupational health and safety hazards within the group company, create a hazard control list and a hazard compliance evaluation form for the group company, and publicly release them.
5.3.5 Organize and carry out occupational health and safety supervision and inspection at the group company level, issue inspection plans to the group company, and inform relevant units of the problems identified during inspections. Among them, the investigation and management of major accident hazards should be reported in a timely manner to the group company's employee assembly or employee representative assembly.
5.3.6 Organize and carry out occupational health and safety education and training at the group company level, as well as emergency drills, guiding and supervising the inspection of relevant work carried out by various units of the group company to ensure full participation.
5.3.7 Collect, organize, and publish the list of annual occupational health and safety laws, regulations, and related requirements of the group company.
5.3.8 Organize trade unions and other departments (units) to participate in accident investigation and handling, and solicit the handling opinions of the trade union department.
5.4 Technical Center
5.4.1 Responsible for issuing documents related to the occupational health and safety management system.
5.4.2 In the internal audit of the organization, the audit of the relevant units' occupational health and safety management system involves consultation and participation in work. Effectiveness of the work.
5.5 Trade Union
5.5.1 Has the right to participate in the accident investigation and handling in accordance with the law, and to propose handling opinions.
5.5.2 Those who violate safety production laws and regulations and infringe upon the legitimate rights and interests of employees have the right to demand correction; when discovering illegal commands, coercing risky operations, or identifying potential accidents, they have the right to propose solutions; when encountering situations that endanger the life safety of employees, they have the right to suggest organizing the evacuation of personnel from dangerous areas.
5.5.3 The union safety inspectors, under the leadership of the group's safety committee, the safety production leadership groups of various units, and the union leaders, represent the union organization and cooperate with the administrative safety management departments to carry out occupational health and safety supervision and inspection work.
5.6 Units of the Group Company
5.6.1 Responsible for implementing the management principles of the group company regarding consultation and participation, ensuring that staff are involved in relevant work through consultation and participation.
5.6.2 Collect the needs and expectations of staff and their stakeholders regarding occupational health and safety.
5.6.3 Publicly release the annual occupational health and safety management objectives, annual work summary, current situation, and work plan arrangements.
5.6.4 Responsible for formulating management measures related to occupational health and safety, soliciting opinions from all employees, and publicly releasing and implementing them.
5.6.5 Organize all employees to carry out the identification of occupational health and safety hazards and risk assessment.
5.6.6 Organize and carry out occupational health and safety supervision and inspections, publicly release inspection plans, and publicly report the issues discovered during inspections. Among them, the situation regarding the identification and management of major accident hazards should be reported in a timely manner to the staff assembly or the staff representative assembly.
5.6.7 Pay attention to the physical and mental condition and behavior habits of staff, and strengthen psychological counseling and spiritual comfort for them.
5.6.8 Organize and conduct occupational health and safety education and training, as well as emergency drills, to ensure full participation.

6.4 Timing of Negotiation and Participation
Including but not limited to employee (representative) meetings, safety production work meetings, work meetings at all levels (regular meetings), special activities, union activities, daily communication, during goal-setting periods, during system formulation periods, during work plan formulation periods, during job allocation and responsibility determination periods, during hazard identification and risk assessment periods, during inspections at all levels, during education and training periods, during emergency drills, and during accident investigation and handling periods.
6.5 General Requirements for Consultation and Participation
6.5.1 Provide necessary mechanisms for staff occupational health and safety consultation and participation, such as through employee (representative) meetings, trade union organizations, etc., and ensure the time, resources, and other aspects for their consultation and participation.
6.5.2 To ensure that staff and their representatives possess the necessary skills and awareness to negotiate and participate in the daily operation of the occupational health and safety management system, each unit should organize and implement necessary training activities, including training on laws and regulations (such as labor law, production safety law, etc.), as well as training on occupational health and safety knowledge and skills.
6.5.3 By publicly releasing documents related to the occupational health and safety management system, administrative management systems, production operation methods, etc., it makes it easy for staff to access occupational health and safety management information.
6.5.4 Eliminate or reduce barriers to staff consultation and participation, including: adopting universal document formats, standardizing Chinese characters, publicly disclosing relevant work information, conducting occupational health and safety training, and responding promptly to staff inquiries.
6.5.5 In soliciting opinions from the employee representative conference, formulating occupational health and safety policies and objectives, determining legal and regulatory requirements, establishing control requirements for outsourcing procurement and contractors, and determining supervision, inspection, and evaluation systems or plans, maintain consultation with staff, especially non-management personnel.
6.5.6 Involve staff, especially non-management personnel, in areas such as participating in political discussions, identifying hazards and risk assessment, eliminating hazards or reducing safety risk measures, training needs and training effectiveness evaluation, internal communication content and methods, formulating safety management systems, and investigating safety incidents.
