Notice Regarding He Fan's Case of Dangerous Driving Offense
Recently, the group company seriously investigated the case of He Fan, a senior engineer at the Electric Chemical Institute, for the crime of dangerous driving, resulting in He Fan being expelled from the Party and placed under observation. The Party Committee of the Electric Chemical Institute and its management failed to fulfill their responsibilities for education, supervision, and management, and criticism has been directed at them. The relevant situation is reported as follows:
On September 19, 2021, around 12:00 AM, He Fan was caught by the public security authorities while driving a car with the license plate number E A791T0 under the influence of alcohol. He was driving west along Fazhan Avenue to the intersection of Tangjiadun Road and Machang Second Road. According to judicial appraisal, the ethanol concentration in the blood sample sent for testing was
The defendant is convicted of dangerous driving and sentenced to one month of detention, along with a fine of 5,000 yuan.
He Fan, as a member of the Communist Party of China and an employee of a state-owned enterprise, relaxed his study of party discipline and corporate regulations, had a weak awareness of laws and regulations, committed the crime of dangerous driving, and faced severe punishment from both the law and party discipline, paying a heavy price and learning a profound lesson. The group company has always conducted in-depth legal and disciplinary education through various forms of promotion, including legal education, special party classes, and themed party days, both online and offline. Especially after some employees were seriously dealt with for drunk driving in 2019, the group company conducted a thorough analysis of the case and reported it as a typical case throughout the entire institution, carrying out warning education. They repeatedly emphasized that all employees must always tighten the string of discipline and abide by laws and regulations. However, some employees still ignored these warnings, failed to learn from the lessons, and recklessly took risks, leading to serious consequences. The analysis of the roots and reasons for He Fan's violations of regulations and laws mainly includes the following four aspects:

Relaxing in learning, with a weak awareness of discipline and rules. The serious violations of discipline and law by He Fan ultimately stem from his inadequate study of party discipline, national laws, and corporate regulations, leading to a lack of proper understanding and a weak sense of legal awareness. As an old party member with 13 years of party membership, He Fan should have fully played the role of a vanguard and model for party members, but he relaxed his studies and had a weak awareness of discipline and rules, which opened a gap in his thinking regarding his violations of discipline and law, mistakenly believing that criminal behavior was far removed from him. As He Fan wrote in his "Letter of Regret": "I did not study party discipline, laws, and corporate regulations enough, and my understanding was shallow, resulting in irreparable serious consequences, with lessons that are profound and painful." -
He Zhan shows no respect for party discipline, national laws, or corporate regulations. The group company continuously conducts training on party discipline and corporate regulations, as well as warning education. Every year, typical cases of violations and illegal activities investigated by the shareholding company and the group company are reported, but He Zhan does not take the warning education content to heart.
It doesn't resonate with me; I do things my own way, learning one thing and doing another, with knowledge and action diverging. The system has "teeth," and discipline is "electrified." Facts prove that those who disregard laws and test the waters will inevitably face severe punishment from the law and party discipline. As He Fan wrote in his "Letter of Regret": "After being punished, I suddenly realized that crime is far from the unreachable concept I once imagined; I must constantly remind myself to respect the rules." -
Harboring a sense of luck, he touched the high-voltage line of the law. He Fan was not unaware of the serious dangers of drunk driving and the legal consequences it entails, but he felt lucky, believing that the hotel was very close to his home, that his driving skills were good, and that he might not cause a traffic accident or encounter a DUI checkpoint, thus daring to test the law. The facts prove that the law is vast and intricate, and its authority cannot be challenged. One must always adhere to the bottom line of obeying the law; those who harbor a sense of luck and test the law will ultimately not escape legal consequences.
4. The responsibility of the person in charge is insufficient, and the implementation of the main responsibility is not strict or realistic. The implementation of the main responsibility by the party organization
The failure to implement responsibilities effectively, the inadequate enforcement of "dual responsibilities" and the lax education, supervision, and management of employees are also important reasons for the occurrence of this case. Since starting work, He Fan has been stationed in foreign project departments for a long time. The Party Committee of the Electric Power Research Institute has not adequately educated, supervised, and managed employees stationed abroad, lacking an understanding of their ideological dynamics. There has been no consistent early intervention or attention to minor issues, and the "four forms of discipline," especially the "first form," have not been properly applied. There has been a lack of strict management and care for Party members and cadres, and the team members have not fulfilled their "dual responsibilities" effectively.
A moment's lapse can lead to a grave mistake; a moment's luck can result in lifelong regret. Reflecting on past pain, the repeated occurrence of drunk driving cases indicates that the mentality of taking chances still exists in the minds of some employees. The case of He Fan's drunk driving serves as a wake-up call for those who harbor such thoughts; testing the law will inevitably lead to severe legal consequences. All cadres and employees should take this as a warning and deeply understand the serious dangers of driving under the influence.
Sex, with a highly responsible attitude towards oneself, family, enterprise, and society, should lead by example in adhering to laws and regulations, and driving safely and civilly. Party organizations at all levels must earnestly shoulder the main responsibility for strict governance of the Party, strengthen daily education management and supervision outside of working hours, and urge Party members and cadres to reinforce their ideological defenses through reminders, discussions, and warning education. Disciplinary inspection organizations should promptly address issues early and small, frequently engage in informal talks, and emphasize early warning education, effectively placing discipline and regulations at the forefront to prevent any illegal behavior, continuously maintaining a high-pressure stance on integrity and discipline, and providing strong disciplinary support for the high-quality development of enterprises.
